AmCham Indonesia’s Human Resources (HR) Committee held its virtual kick-off meeting on April 20, discussing the new foreign worker permit application process and the latest visa and immigration policies in the context of the pandemic.
The meeting began with opening remarks from the Committee's Co-Chair Milind Gadre, the Global Head of Mass Operations at Vision-Ease, and was continued by fellow Co-Chair and Partner at SSEK Legal Consultants Stephen Warokka, who acted as moderator and introduced panelists Ali Chaidar, Section Head of Work Permit from the Ministry of Manpower and Immigration; and Ade Widhia Sathria, Analyst from the Ministry of Law and Human Rights.
The meeting was held in a talk-show style and began with an overview of the legal basis of the regulations for the use of foreign workers and current policies on the Foreign Workers Use Plan (RPTKA). Ali said the ratification of RPTKA acts as a work permit with several categories of foreigners exempted, such as directors or commissioners with a certain amount of share ownership, diplomatic and consular employees at foreign country representative offices, and foreign workers whose business ended due to force majeure.
The meeting continued with discussions on Government Regulation 48/2021 concerning the third amendment to Government Regulation 31/2013; visa-on-arrival (VoA) for Bintan, Batam, and Bali; changes in Ministry of Finance Regulation 9/2022; and changes in stay permits for foreign nationals. Ade said visit visa exemption and VoA for tourism are also open for areas outside Bintan, Batam, and Bali, in line with Directorate General of Immigration Circular IMI-0549.GR.01.01 2022.
The meeting ended with an engaging Q&A session, discussing topics ranging from further details on applying for new foreign workers; to VoA for areas outside Batam, Bintan, and Bali; and the difference between visas and permits. Both speakers expressed their appreciation to AmCham for providing the platform to share information, as well as gathering input from the business community.
