Private Sector Vaccination Regulation Released

The Ministry of Health has released Ministerial Regulation (MR) 10/2021 on the Implementation of Vaccination Programs to Mitigate the COVID-19 Pandemic. The new regulation distinguishes between “programmed vaccination” from the government and “gotong royong vaccination” funded by the private sector. Representatives of foreign countries and international nonprofit organizations in Indonesia will be able to be vaccinated through either of the programs. It is unclear if this will include foreigner residents in Indonesia. 

The MR also regulates data collection and distribution of vaccines. Data on eligible vaccine recipients will be collected in the COVID-19 Vaccination Single Data Information System. Based on the MR, registration for gotong royong vaccination will need data on employees and other persons in the same household. The central government is in charge of vaccine distribution, with PT Bio Farma as the appointed distributor. The schedules and phases for vaccination will be based on the Ministry of Health’s instructions. 

As is already underway, government vaccinations will be given in public healthcare facilities such as Puskesmas, clinics and hospitals. Gotong royong vaccinations will be given in private healthcare facilities. The Ministry of Health will set a price cap for services under the program and there is to be no charge to recipients in either program. Companies will pay for the gotong royong jabs.  Vaccination procedures will follow existing service standards from healthcare facilities.

Persons who have been vaccinated will receive proof of vaccination in the form of a COVID-19 Vaccination Card or electronic certificate. For travel purposes, proof of vaccination will take the form of an International Certificate of Vaccination.

1.36 Million People Vaccinated to Date

The Ministry of Health says 1,363,138 people have received the first dose of a COVID-19 vaccination in Indonesia, consisting of healthcare and public workers; 825,650 have received the second dose. The government targets vaccinating 181 million by the end of the year, 70 percent of the population, in order to achieve herd immunity.

Jokowi Targets Face-to-Face Learning by July

President Joko Widodo said he hopes face-to-face learning can return in the second semester of 2021, after teaching staff have received COVID-19 vaccinations. The president targets vaccinating five million teachers and educators by June, so as to resume normal schooling in July. This is part of the second stage of vaccinations, which includes teachers, the elderly, public transportation workers, police and the military, athletes, and journalists. Ministry of Health spokesperson Siti Nadia Tarmizi said the second stage of vaccinations will use the Chinese-developed vaccine manufactured locally by PT Bio Farma (Persero).

AmCham Cares: Traveloka

Traveloka, under the Traveloka Tanggap Program in collaboration with KALCare, in January rolled out a donation program to help people in West and Central Java impacted by a series of natural disasters. Traveloka allowed users to redeem their points to donate free meals to the affected people. The program runs through February, and users can participate through the Traveloka app.

Traveloka also donated $10,000 to the Song Foundation to help people badly impacted by severe floods in Central Vietnam last year. The money comes from flight transactions in Vietnam from November 2-15, 2020. The money was given to people in flood-affected areas through the Anti-Flood Houses Building Program, a community development program under the Song Foundation. The program began in 2013 to help build flood-resistant housing for disadvantaged households in areas prone to natural disasters and climate change.

AmCham Indonesia and Habitat for Humanity have joined forces in an initiative called Sheltering Those Who Care for Us, a program to provide temporary quarters in hotels for Indonesian medical workers during the COVID-19 pandemic. Our program has helped not only medical workers in Jakarta, but also Tangerang and Surabaya; we are now planning to expand to Sulawesi.

With the COVID-19 pandemic still spreading, medical workers are working a lot harder than before. In these difficult times, they often cannot go back home for fear of infecting family members or being rejected by their local communities. As a result, they are forced to sleep in hospitals without a proper bed, also increasing the possibility of getting infected.

By donating, we will increase the overall capability of Indonesia to treat COVID-19. Habitat will match individual hospitals with hotels on an as-needed basis.
