Idul Fitri Mudik Prohibited

The government has banned the annual Idul Fitri holiday exodus from May 6-17 due to Covid-19. Transportation Ministerial Regulation 13/2021 prohibits the use or operation of all modes of transportation, namely land, sea, air, and rail, during the annual homecoming period. Transportation ministry spokesperson Adita Irawati said the regulation was the Ministry’s follow-up to Covid-19 Task Force Circular Letter 13/2021, which also called for banning the annual exodus, known in Indonesia as mudik.

35 Million Doses for Gotong Royong Vaccination

Bio Farma has received a commitment for 35 million doses for the private Gotong Royong vaccination program from three sources: Sinopharm, CanSino, and Sputnik V, which are expected to arrive in the fourth week of April. The Gotong Royong program registration has been organized by the Indonesian Chamber of Commerce and Industry (Kadin) to allow the private sector to purchase vaccines for employees. 

Sinopharm will provide 15 million doses (500,000 initially, seven million in April-July 2021, and another 7.5 million in the third and fourth quarter). Sputnik V, the Russian vaccine, will provide around 20 million doses after the Food and Drug Monitoring Agency (BPOM) issues an Emergency Use Authorization (EUA). Should the EUA be issued in April or early May, five million doses/month will be sent until July. Procurement for CanSino vaccines, another Chinese entry in the jab fray, is still in process, while the commitment for five million doses (three million in July-September 2021 and another two million in the fourth quarter of 2021) has been made. CanSino vaccines only require one injection per person.

Government Wants More Sinovac Vaccines

Minister of Health Budi Gunadi Sadikin said Indonesia is negotiating with Sinovac to procure more Covid-19 vaccines. Talks include a plan for an additional 90-100 million doses from Sinovac and around 50 million from GAVI and AstraZeneca, respectively. However, no further commitments nor discussions on the vaccine price have been formalized. The government will also push for vaccines due to arrive in early 2022 to arrive earlier in 2021.

Due to a vaccine export embargo in India, the government’s target of one million doses/day for June-July 2021 will be postponed to July-August 2021. Siti Nadia Tarmizi from the Ministry of Health said 750,000 doses/day will be given in June, while the 750,000 doses/day target for April will be postponed. She is optimistic Indonesia’s vaccination program will be complete within 12 months, as more vaccines from Novavax, Pfizer, and other producers will arrive in July-December this year.

Call For Input: Additional Job Positions Available for Foreign Workers

The Ministry of Manpower is evaluating the list of job positions available for foreign workers, contained in Ministry of Manpower Decree (KepMen) 228/2019 on Job Positions Available for Foreign Workers. According to the decree, the Positive List will be evaluated at least every two years or as needed.

With this in mind, AmCham is calling on members to give suggestions of job positions that are not yet on the Decree list attached. Please use the attached matrix as a format of the suggestion, and send back to us before Tuesday, April 13 COB to [email protected] and [email protected].

Please note the suggestions must include:

  • The industry of the job position
  • The four-digit International Standard Classification of Occupations (ISCO) code of the job position
  • Name of the job position (Bahasa Indonesia and English)
  • Additional Information if necessary (in Bahasa Indonesia).

AmCham Cares: HSBC Indonesia

The YCAB Foundation, in collaboration with HSBC Indonesia, has made great efforts toward the preservation of batik in Indonesia, and on March 30-31 held the Batik and UMKM Product Exhibition at Rumah Belajar Batik Semarang, Central Java, with exhibits by 20 groups.

The aim was to empower local creative industry players, especially batik artisans, and support the micro, small and medium-sized enterprises (MSMEs) in reviving the country’s economy.

The exhibition opened with ceremonies, traditional art performances, and batik fashion shows, and was followed by a talk show on the second day with a line-up of speakers from the Professional Certification Institute (LSP) for batik, the Semarang Regional National Craft Council (Dekranasda), the Office of Cooperatives and MSMEs and Semarang batik artisans.

It was open to the general public and also held virtually; notable guests included the head of Dekranasda Kendal, the head of the Office of Cooperatives and MSMEs Kendal, the Regent of Kendal, and head of the Office of Cooperatives and MSMEs Semarang City.


US Embassy Says Terrorism Threat Remains High

The US Embassy, Jakarta has warned all Americans in Indonesia to remain vigilant as the terrorism threat level remains high. This follows a suicide bomber attacking a church in Makassar, Sulawesi on March 28, and an assailant with an Airsoft gun attacking the Indonesian National Police (INP) headquarters in South Jakarta on March 31. The Embassy advises heightened personal security awareness, particularly in public areas.

Land Contamination Management: What Can Be Done?

AmCham Indonesia hosted a webinar on land contamination management on April 8, with speakers from the Ministry of Environment and Forestry (KLHK), AECOM, and SSEK Indonesian Legal Consultants providing updates on the latest regulations and mechanisms.

Dr. Haruki Agustina, Director of Contamination Recovery and Emergency Response to Hazardous Waste at KLHK, spoke on newly promulgated Government Regulation No. 22/2021 on Environmental Protection and Management. SSEK explained the legal basis of land contamination management, with details on steps companies should take in dealing with contamination cases. AECOM provided information on the remediation process and the use of a risk assessment approach.

The webinar was attended by over 80 participants.

Government to Stimulate Consumption

The government aims to stimulate public consumption in Q2 2021, with Coordinating Minister for Economic Affairs Airlangga Hartarto saying it will provide Rp 500 billion in subsidies for online shopping delivery during national online shopping day before Idul Fitri. These subsidies will only apply to local products.

He said the Religious Holiday Allowance (THR) will boost consumption to Rp 215 trillion, and encouraged the private sector to provide THR to its workers. The government will also promote other policies such as the Family Hope Program (PKH) and cash transfers.
